1-Purpose: For collecting new Project Concept Papers (PCPs) to Determine Candidate Projects for 2020
2-Background: The KOICA Project Request Survey for 2020 will be carried out toward Bilateral Project in cooperation with the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC), the Ministry of Foreign Affairs and International Cooperation (MFA.IC) and selected 4 ~ 5 ministries of Cambodia for speedy and efficient preparation of new Project Concept Papers (PCPs) for project 2020. The other schemes (volunteers, experts) will be carried out with different procedures.
The overall planning process of project generally takes two (2) years from the identification of the project until the actual signing of the agreement as a form of Record of Discussions (RoD).
3-Process & Time frame: The process of KOICA Project Request Survey for 2020 is:
Stage 1: Pre-meeting between KOICA & CDC (December 2017 & January 2018)
-Inform CDC of the KOICA’s reflection result for 2019 Projects, and
-Discuss Request Survey Directions for 2020
Stage 2: Bilateral Meeting with selected ministries
-KOICA will have meetings with selected ministries (February 2018)
-Apply for new projects for 2020 through CRDB/CDC and MFA.IC
-Deadline for submitting PCPs is by April 2018
Stage 3: Internal Meeting with CDC (May 2018)
-KOICA & CDC receive PCPs and official cover letters
-KOICA & CDC prioritize projects from the list received
Stage 4: Submission of PCP to KOICA HQ (June 2018)
-CDC will send the candidate projects list through diplomatic channel.
-Deadline for PCPs and letter/diplomatic note from CDC/MFA.IC is by late May 2018
4-Priority Development Areas:
KOICA’s grant aid project is basically based on the KOICA’s Priority in the Country Partnership Strategy (CPS) 2016‐2020 as follows:
- Water Management and Public Health Development: Support to ensure health care rights and insurance for preservation water resource management and health life,
- Education Development: Human resources development through improvement of educational quality and system,
- Rural Development: Strengthen sustainability and improvement of undeveloped environment in rural area, and
- Transport Development: Improve inter-regional accessibility and sub-urban economic development through constructing transport infrastructures.
5-How to Apply for KOICA’s Project?
The KOICA Cambodia Office welcomes that you are taking into consideration Korea as a possible cooperation partner country for the sustainable socio-economic development of Cambodia.
To better serve your needs and request, we would like to encourage you to take the following steps when you wish to request projects/programs to KOICA Cambodia Office:
Step 1: Identify what you need
The Cambodian line ministries and agencies need to review their own development projects and their priorities, and identify the specific projects or sectors by themselves.
Step 2: Formulate the project/program work scope
If specific projects/programs or sectors are chosen, the Cambodian line ministries and agencies are required to make the proposal, including the budget scale, work scope, etc., in consultation with the KOICA Cambodia Office on the Project Concept Paper (PCP) Form. Please fill out these forms, providing as much information as possible to let us have a better understanding of your needs and request.

Step 3: Submit your project/program proposal:
Please deliver the above mentioned forms to KOICA Cambodia Office through the official and diplomatic channels. Since we provide our cooperation projects/programs on the basis of government’s request, the Cambodian line ministries and agencies are kindly advised to deliver your request forms to KOICA Cambodia Office via the Council for the Development of Cambodia (CDC) and the Ministry of Foreign Affairs and International Cooperation (MFA.IC) of the Kingdom of Cambodia. This procedure is to respect the Cambodian government’s role in assuming ownership and coordinating the development cooperation projects/programs carried out in its territory. Your request is initially reviewed at KOICA Cambodia Office and transferred to KOICA headquarters for further study on the projects’ appropriateness.
